You do not use upload to post text documents. Upload is principally for images. What if other people wish to improve the translation - how do they do that with a PDF? You must add the text as an article. I assume you have already clicked on tùy_chọn (my preferences) and set your preferred language to English. Having done that the operative tab to create a new article will be labelled "create".
